Professor Moussa Mahamat Boukar - Vice Chancellor

Professor Moussa Mahamat Boukar is a globally accomplished scholar of Computer Science. He was formerly the Dean, Faculty of Computing and Director of Distance Learning and Partnership Programs at Nile University Abuja. During his twelve year stint at Nile University, he also held several other major academic and administrative portfolios with considerable capacity and diligence. A citizen of Chad Republic, Nigeria’s sister neighbour to the north eastern flank, Professor Boukar is one of Africa’s leading scholars of Computer Science. An eminently renowned researcher and administrator, he served in many other top leadership positions in various institutions and organizations around the world.

His education traverses North America, Central Asia and the former Soviet Union. He holds a PhD in Computer Science from International Black Sea University, Georgia, an MSc from International Ala-Too University, Bishkek in Kyrgyzstan, and a BSc in Computer Engineering from the University of Toronto, Canada.

Professor Boukar has authored over 70 research papers published in leading international journals indexed by Scopus and SCI, and has written two influential books. His award-winning research has been presented at 45 international conferences, which earned him 23 prestigious recognitions for its groundbreaking record.

Professor Boukar joins Prime University at a critical juncture in the institution’s foundation years. He is poised to provide the needed leadership, direction and guidance, which are critical in propelling the university towards realising it’s vision of preparing global citizens, who would graduate as professionals, statesmen and business leaders.

His leadership era at Prime University is being anchored on five strategic goals namely: 1. The pursuit of Academic Excellence, 2. Driving Innovation and Research, 3. Alh. Rilwan AbdulSalami - University librarian
 
EDUCATION

Mr. Abdulsalami is a professional Librarian with both a Bachelor’s Degree and a Diploma in Library Science from Ahmadu Bello University Zaria. He also holds a Masters in Educational Planning and Management from the University of Abuja.

 

CAREER HISTORY

 Mr. Abdulsalami is a celebrated library administrator and a highly published scholar both locally and internationally. He started a professional career in library administration and management with mainly military libraries. He first worked with the Nigerian College of Aviation Technology in Zaria from 1984. He served as Librarian there until 1987, when he moved to the Nigerian Defense Academy Kaduna in the same capacity, where he worked for four years. Between 1991 – 1994, he moved to the National Universities Commission (NUC) in Abuja as Senior Librarian. In 1995, Mr. Abdulsalami was elevated to Principial Librarian at the NUC, a position in which he served for three years. The NUC further promoted him to the position of Assistant Chief Librarian from 1998 – 2000. The following year, he moved to the post of Chief Librarian until 2005, when he joined Kaduna State University as Deputy University Librarian, a position he held for four years. While in this position he served as Head of ETF Desk Office Committee as well as Head and Linkages Officer for the university. In 2012, he was appointed as Acting University Librarian, Federal University Wukari, Taraba State. In 2015, he was confirmed as substantive University Librarian in Wukari. Between 2020 and 2021, Mr. Abdulsalami has been a Visiting Scholar to the National Universities Commission Abuja. A widely travelled scholar and professional custodian of boundless information resources, Mr. Abdulsalami has won countless fellowships and is eminently recognized, locally and internationally from a broad spectrum of society.

Alh. Mustafa B. Atiku - BURSAR

Prime-University-BursarMr. Atiku holds bachelor’s and MSc degrees in Accounting and finance from Ahmadu Bello University, Zaria. He also participated in a broad variety of professional development courses and seminars in Banking Operations, Credit Analysis, Marketing, Inspection, Investigation, and Management. His career started at the Katsina Steel Rolling Company, where he served as an Accountant before joining the services of Bells Holdings Ltd, a private Consulting establishment, as Company Secretary and Head of Finance. Mr. Atiku also had substantial experience in the banking sector. In 1987, he joined the services of Savannah Bank of Nigeria Ltd. as a Graduate Trainee. He spent twelve years with the bank during which he served in various capacities namely: Operations Officer responsible for branch operations, Credit Officer in charge of credit analyses and management, Branch Manager in Sokoto and Kaduna, Head of Internal Audit, and Executive Assistant to the Managing Director. In 1999, he joined the services of Intercity Bank Plc, which later became Unity Bank as Principal Manager and Head of Internal Audit. He served the bank for ten years in the following capacities: Principal Manager and Head of Internal Audit, Regional Manager for Kano Regional Office as an Assistant General Manager, and Regional Manager for Kaduna Regional Office as Deputy General Manager. During the historic merger of commercial banks in 2005, Mr. Atiku headed the Operations Work Stream, which was responsible for the development of Unity Bank’s first Banking Operational Manuals for Local Branch Operations and Foreign Operations. He was privileged to serve as the pioneer Divisional Head of Operations for Unity Bank. He served the bank until 2009 as Deputy General Manager and Chief Inspector. He was later assigned as Chairman of the bank Board’s Audit Committee between October 2010 and November 2014.

In 2010, Mr. Atiku joined the services of Capital Science Academy Abuja on contract appointment as Director of Finance and Procurement and a member of the senior management team. He served the school until 2017. In 2018, he was engaged at the International Centre for Islamic Culture and Education, Abuja as Director of Finance, Administration, and Procurement. In this capacity, he also served as a member of the senior management team for the Center. He had severally served as Acting Director General of the Centre. Mr. Atiku was also the Secretary of the Board of Trustees of the Centre and the Board of Al-Noor International Academy, Abuja.

Abubakar Abba Tahir, PhD - Registrar & Secreatry to Council

Mr. Tahir holds BA and PhD in Mass Communication from the University of Maiduguri, and a Masters in Special English from Modibbo Adama University Yola. He also attended professional training courses in Nigeria and abroad, which include: Newscasting & Presentation Techniques Course at TV College Jos (1984), Broadcast Production Course at Radio Nigeria Training School Lagos (1994), General Management course at the Administrative Staff College of Nigeria (ASCON) Badagry-Lagos (2006), Radio Executives Workshop at Deutsche Welle Broadcast Academy Cologne, Germany (2000), Harris Transmitter Corporation Cambridge UK (2000), American University Washington (2006), Center for Strategic and International Studies (CSIS) Washington DC where in 2006, he became the first African Fellow and alumnus of the Abshire-Inamori Leadership Academy (AILA).

Mr. Tahir led an accomplished career in the media and the academia spanning over three decades. He started as a television reporter with NTA Yola, before venturing into newspaper journalism and served as a staff writer, freelancer and columnist for Daily Times, Vanguard, The Guardian, The Democrat, Hotline, NewsPage and The New Nigerian in Lagos, Kaduna and Abuja. In 1991, he joined radio broadcasting at the Voice of Nigeria (VON) Lagos where he served as News Editor and later appointed to Supervise the Fulfulde Language Service. He was later appointed General Manager/CEO of Adamawa Broadcasting Corporation Yola, from 1999 until 2003. At the opening of American University of Nigeria (AUN) in 2004, Mr. Tahir founded the Public Relations department as Director and developed the first visibility blueprint for marketing the new institution. Mr. Tahir also served as Interim Director for Admissions and was responsible for developing the inaugural student’s recruitment campaign plan, which enrolled the first entering class in September 2005. He later served in concurrent capacity as Associate Director for Enrollment Services at AUN. In April 2011 he joined the senior management team of the university and served as Vice President (DVC) for University Relations for ten years. In the summer of 2009, he was appointed as an Adjunct Professor of Communication & Multimedia Studies, a role he played alongside his administrative responsibilities until August 2021. In that position, he taught courses, which included Public Speaking, Broadcasting, News Writing, Media Internships, Marketing Communication, Photo Journalism, Public Relations, Events Management, etc. in August 2023, he was appointed the Founding Registrar of Prime University Abuja, a position he now holds.


COMMUNITY SERVICE

In 2016, to satiate a longstanding passion for education, community engagement and service learning, Mr. Tahir established Konngol SilverTongue Institute in Yola, the first Public Speaking and Events Management training center in the north east region of Nigeria. In December 2021, the Lamido Adamawa conferred on him the traditional title of KaaKaaKey (Spokesman) for Fombina Emirate, the first to hold the portfolio.

 

AFFILIATIONS

Mr. Tahir is a professional member of the Nigeria Institute of Public Relations (NIPR) and is affiliated to the governing boards of several broadcast stations including Pulaaku FM and Gotel Radio and TV in Yola. He also serves on the board of National Museum Fombina. In 1992, he founded the University of Maiduguri Alumni Association Lagos State Chapter as its First President. In September 1999, he became the first northerner to be elected into the Executive Committee of Nigeria Union of Journalists as Vice Chairman for Lagos State. During this period, he was also elected as Chairman of Legico Estate Residents Association on Victoria Island, Lagos.


PUBLICATIONS

Mr. Tahir has written several scholarly papers and articles and attended many conferences on local and international platforms. His interest traverses the spheres of Broadcasting, Public Relations, Speech Communication, Events Management and Emergency Communication Management. His doctoral thesis at UniMaid, which focuses on Emergency Communication Management was a deliberate coincidence with the time when the Boko Haram Insurgency reached its crescendo. Mr. Tahir has four books currently underway on family biography, personal autobiography, his selected papers and other works, as well as a bilingual collection of poetry in English and Fulfulde.

    Professor Moussa Mahamat Boukar

    Vice Chancellor

    Professor Moussa Mahamat Boukar is a globally accomplished scholar of Computer Science. He was formerly the Dean, Faculty of Computing and Director of Distance Learning and Partnership Programs at Nile University Abuja. During his twelve year stint at Nile University, he also held several other major academic and administrative portfolios with considerable capacity and diligence. A citizen of Chad Republic, Nigeria’s sister neighbour to the north eastern flank, Professor Boukar is one of Africa’s leading scholars of Computer Science. An eminently renowned researcher and administrator, he served in many other top leadership positions in various institutions and organizations around the world.

    His education traverses North America, Central Asia and the former Soviet Union. He holds a PhD in Computer Science from International Black Sea University, Georgia, an MSc from International Ala-Too University, Bishkek in Kyrgyzstan, and a BSc in Computer Engineering from the University of Toronto, Canada.

    Professor Boukar has authored over 70 research papers published in leading international journals indexed by Scopus and SCI, and has written two influential books. His award-winning research has been presented at 45 international conferences, which earned him 23 prestigious recognitions for its groundbreaking record.

    Professor Boukar joins Prime University at a critical juncture in the institution’s foundation years. He is poised to provide the needed leadership, direction and guidance, which are critical in propelling the university towards realising it’s vision of preparing global citizens, who would graduate as professionals, statesmen and business leaders.
