Professor Moussa Mahamat Boukar - Vice Chancellor

Professor Moussa Mahamat Boukar is a globally accomplished scholar of Computer Science. He was formerly the Dean, Faculty of Computing and Director of Distance Learning and Partnership Programs at Nile University Abuja. During his twelve year stint at Nile University, he also held several other major academic and administrative portfolios with considerable capacity and diligence. A citizen of Chad Republic, Nigeria’s sister neighbour to the north eastern flank, Professor Boukar is one of Africa’s leading scholars of Computer Science. An eminently renowned researcher and administrator, he served in many other top leadership positions in various institutions and organizations around the world.

His education traverses North America, Central Asia and the former Soviet Union. He holds a PhD in Computer Science from International Black Sea University, Georgia, an MSc from International Ala-Too University, Bishkek in Kyrgyzstan, and a BSc in Computer Engineering from the University of Toronto, Canada.

Professor Boukar has authored over 70 research papers published in leading international journals indexed by Scopus and SCI, and has written two influential books. His award-winning research has been presented at 45 international conferences, which earned him 23 prestigious recognitions for its groundbreaking record.

Professor Boukar joins Prime University at a critical juncture in the institution’s foundation years. He is poised to provide the needed leadership, direction and guidance, which are critical in propelling the university towards realising it’s vision of preparing global citizens, who would graduate as professionals, statesmen and business leaders.

Dr. Kabir Kabo Usman - PRO CHANCELLOR & CHAIRMAN OF COUNCIL

An accomplished administrator and scholar; Dr. Usman parades over three decades of public service experience in the United Kingdom and Nigeria. He was the Assistant Principal for Access and Higher Education at The Manchester College in the United Kingdom, a tertiary institution with over 60,000 students and an income of more than 200 million Pounds. From 2010 to 2018 he served as Director General and CEO at the Nigerian Centre for Management Development in Abuja. The centre is responsible for the accreditation and licencing of Management Consultants (CMD) and institutes in Nigeria. From CMD, he joined the International Centre for Islamic Culture and Education Abuja as Director General, a position he still holds. In 2008, he served as Technical Adviser to the Minister of National Planning on Social Sector Strategy, Coordination of Vision 20-2020.  Presidential Advisor to President Yar’Adua on the implementation of his Seven-Point Agenda. Dr. Usman was also a Consultant to the European Union on Strategy and Policy Coordination involving Vision 20:2020, and National M&E Framework besides the National Implementation Plan for Nigeria.  From 2008-2009 he also served as Technical Adviser to the Minister of Education.


 

Education

Dr. Usman holds a foundation degree in Chemistry from Bayero University Kano and a Masters and PhD in Chemical Technology (with concentrations in Petroleum Chemistry and Hydrocarbon) from Manchester University UK. Dr. Usman, has presented and published various scholarly papers on different areas. He is also an author of four books.


 

CONFERENCES AND SEMINARS

Dr Usman attended several national and international courses, seminars and conferences on education, leadership and management worldwide, including the OPEC Professional Development Conference in Vienna Austria in 2009. 2009: Leadership in Development conference at Harvard University, USA. In July 2012, he became a licensed Certification and Accreditation professional for Training Institutions and Trainers in Baltimore USA. In August 2010, I attended a conference on China EXPO in Shanghai and a Training on Supply Chain and Logistics Management in Beijing (June 2010). Global Education conference in Dubai in 2015. In 2014 and 2016: World Economic Forum in Nigeria and South Africa. Adviser to the board in Paul de Camp Community College, Virginia USA. Capacity building programme on anti-corruption in Nairobi, Kenya; Capacity Building programme organised by ACBF in Zimbabwe; Delivered a training programme at GIMPA, Ghana in 2013; Conducted a Train the Trainers programme for the University of Gambia and Gambia Technical College. He has served as a standing facilitator for programmes at the National Institute of Policy and Strategic Studies (NIPSS) at Kuru Jos. Lead Consultant for Nigeria Liquefied Natural Gas on management development courses and at the University of Melbourne in Australia in 2013. In 2014 he led the Nigerian delegation to South Korea on E-government. In June 2016, he presented a paper on the Challenges of Human Capital Development in Africa at the University of Manchester UK.


 
AFFILIATIONS

He was a founding member of the Nigerian Muslim Forum in UK and Ireland and served as the Financial Secretary for three years and an Amir for five years. Dr. Usman is on the board of various public and private sector establishments. He is a recipient of numerous awards, commendations and recognitions from many professional bodies and institutions including:

Abubakar Abba Tahir, PhD - Registrar & Secreatry to Council

Mr. Tahir holds BA and PhD in Mass Communication from the University of Maiduguri, and a Masters in Special English from Modibbo Adama University Yola. He also attended professional training courses in Nigeria and abroad, which include: Newscasting & Presentation Techniques Course at TV College Jos (1984), Broadcast Production Course at Radio Nigeria Training School Lagos (1994), General Management course at the Administrative Staff College of Nigeria (ASCON) Badagry-Lagos (2006), Radio Executives Workshop at Deutsche Welle Broadcast Academy Cologne, Germany (2000), Harris Transmitter Corporation Cambridge UK (2000), American University Washington (2006), Center for Strategic and International Studies (CSIS) Washington DC where in 2006, he became the first African Fellow and alumnus of the Abshire-Inamori Leadership Academy (AILA).


 

CAREER HISTORY

Mr. Tahir led an accomplished career in the media and the academia spanning over three decades. He started as a television reporter with NTA Yola, before venturing into newspaper journalism and served as a staff writer, freelancer and columnist for Daily Times, Vanguard, The Guardian, The Democrat, Hotline, NewsPage and The New Nigerian in Lagos, Kaduna and Abuja. In 1991, he joined radio broadcasting at the Voice of Nigeria (VON) Lagos where he served as News Editor and later appointed to Supervise the Fulfulde Language Service. He was later appointed General Manager/CEO of Adamawa Broadcasting Corporation Yola, from 1999 until 2003. At the opening of American University of Nigeria (AUN) in 2004, Mr. Tahir founded the Public Relations department as Director and developed the first visibility blueprint for marketing the new institution. Mr. Tahir also served as Interim Director for Admissions and was responsible for developing the inaugural student’s recruitment campaign plan, which enrolled the first entering class in September 2005. He later served in concurrent capacity as Associate Director for Enrollment Services at AUN. In April 2011 he joined the senior management team of the university and served as Vice President (DVC) for University Relations for ten years. In the summer of 2009, he was appointed as an Adjunct Professor of Communication & Multimedia Studies, a role he played alongside his administrative responsibilities until August 2021. In that position, he taught courses, which included Public Speaking, Broadcasting, News Writing, Media Internships, Marketing Communication, Photo Journalism, Public Relations, Events Management, etc. in August 2023, he was appointed the Founding Registrar of Prime University Abuja, a position he now holds.


 

COMMUNITY SERVICE

In 2016, to satiate a longstanding passion for education, community engagement and service learning, Mr. Tahir established Konngol SilverTongue Institute in Yola, the first Public Speaking and Events Management training center in the north east region of Nigeria. In December 2021, the Lamido Adamawa conferred on him the traditional title of KaaKaaKey (Spokesman) for Fombina Emirate, the first to hold the portfolio.


 

AFFILIATIONS

Mr. Tahir is a professional member of the Nigeria Institute of Public Relations (NIPR) and is affiliated to the governing boards of several broadcast stations including Pulaaku FM and Gotel Radio and TV in Yola. He also serves on the board of National Museum Fombina. In 1992, he founded the University of Maiduguri Alumni Association Lagos State Chapter as its First President. In September 1999, he became the first northerner to be elected into the Executive Committee of Nigeria Union of Journalists as Vice Chairman for Lagos State. During this period, he was also elected as Chairman of Legico Estate Residents Association on Victoria Island, Lagos.


 

PUBLICATIONS

Mr. Tahir has written several scholarly papers and articles and attended many conferences on local and international platforms. His interest traverses the spheres of Broadcasting, Public Relations, Speech Communication, Events Management and Emergency Communication Management. His doctoral thesis at UniMaid, which focuses on Emergency Communication Management was a deliberate coincidence with the time when the Boko Haram Insurgency reached its crescendo. Mr. Tahir has four books currently underway on family biography, personal autobiography, his selected papers and other works, as well as a bilingual collection of poetry in English and Fulfulde.

Mr. Dikko was among the most outstanding BSc. Accounting graduates from Ahmadu Bello University, Zaria in the Class of 1980. He graduated with a second-class upper degree and later secured a commensurate MSc. in Management Science, concentrating in Finance from the University of Manchester, England. In 2018, the University of Abuja recognized his unparalleled excellence in his field, and the lavish experience he has garnered in leadership and management, and therefore conferred on him an honorary doctorate degree in Business Administration.



CAREER HISTORY

Mr. Dikko’s exceptional performance in the university laid the foundation for what later became his accomplished career path. His professional journey through the workplace spanned over three decades in retail banking, corporate finance, pension administration, organizational leadership and boardroom portfolio. His career began very early in life with a famous chartered accounting firm in Kano, Aminu Ibrahim & Co, where he was involved with auditing and investigation tasks. Even at that apprentice stage, Mr. Dikko exhibited signs, which demonstrated how accomplished he would likely become in the years ahead. To cap his unparalleled career, from 2005-2011, he led Premium Pensions Limited as one of the most efficient and effective Chief Executive Officers of the company. And for ten unbroken years (1995-2005), he became the most proactive, most strategic thinking, and indeed one of the longest serving Managing Directors at the United Bank for Africa (UBA). The decade was obviously his golden era in the banking industry. He had earlier served as Deputy Managing Directorfrom 2003-2004, which propelled him into the CEO position in recognition of his exemplary service to the bank, reputed to be one of Nigeria’s biggest three. Earlier, between 2000-2003 he served as Executive Director for the bank. In this capacity, he successfully handled the following critical functions: Treasury and Consumer Banking, Commercial and Public Sector Banking, Investment Banking, Chairman Board of Directors, UBA Capital and Trust Limited, Chairman Board of Directors, UBA Securities Ltd., Chairman, Investment Assets & Liabilities Committee, and also supervised the International and Multilateral Sectors for Treasury & Financial Institutions at the New York Branch of the bank. From 1998-2000, Mr. Dikko also served as General Manager in charge of Investment Banking and the Public Sector, at UBA. Between 1997 and 1998, he held the post of Deputy General Manager for UBA with responsibility for mobilizing Federal Government Deposits into the bank. And in 1996, he briefly served as Deputy General Manager.

At this time, he was placed to take charge of the Bank’s Commercial Credits and Relationship Management covering the entire Northern region. Before then, he also had a short stint on the Deputy General Manager portfolio from April 1995 – July 21, 1996. In this role, he was responsible for the North-West Region of UBA. Mr. Dikko was credited to have successfully managed and supervised the general operations of 31 branches of the bank during his barely one-year service in this role. Before joining UBA, Mr. Dikko worked for three years (1992 – 1995) with Urban Development Bank in Abuja. As Controller of Banking Operations, he took responsibility for multiple functions including Investment Appraisals, Funds Management and Disbursements. Rising through his memorable career path, Mr. Dikko also tested the Merchant Banking sub-sector substantially. He worked with ICON Merchant Bankers from 1991-1992, where he served the role of Senior Manager for Kaduna Area office covering four states. He was earlier promoted to the position from the post of Manager for the Kaduna Area office, a post he held from 1990-1991. In 1989, he held the post of Deputy Manager for Credit and Marketing at ICON Merchant Bankers Kaduna until 1990. For two years (1987-1989) Mr. Dikko was Assistant Manager for the bank at the Kaduna Area office where he managed and supervised the Credit and Marketing Group. He rose to this position from the rank of Credit Officer (1984 -1986) at the Lagos Head office on the famous Broad Street, Nigeria’s undisputed financial warehouse. His role in this start-up position involved credit appraisals presentations at management Credit Committee and the management of loan portfolios. Outside of the banking sector Mr. Dikko served as Accounts Officer for Ceramics Manufacturers Nigeria Limited from 1981 – 1982. He also doubled as Company Secretary for the firm. The dual responsibility placed him in charge of the Company’s Accounts and Governing Board Meetings and other Secretarial Responsibilities.

Mohammed Z. Babakusa

Mr. Babakusa is a humble and successful Nigerian Entrepreneur with a long-standing passion for sustainable development, progress of education, and humanitarian service to community and country. He is vastly experienced in British academic traditions having been educated in the United Kingdom in various fields of study and at different locations. In 2005, he joined the London office of Shell Trading and Shipping Company as an Intern. From 2013 to present, he has been the Director and Chief Investment Officer for Acacia Holdings Abuja. In this position, he is primarily responsible for the Group’s Investments. His duties also include representing the company at high level meetings, attending management training on the Fundamentals of Islamic Finance, etc. He has participated in several leadership and team building workshops in Nigeria and around the world.

In 2002, Mr. Babakusa secured a Diploma in Human Resource Management from the University of Kent, Canterbury, UK. In 2009, he earned another Diploma in English Literature from Buckingham University also in the UK.  In 2012, he secured a Higher National Diploma (HND) in Business Studies from Manchester College. Mr. Babakusa also attended the Cambridge Center for Sixth Form Studies for his A-levels. There is no doubt that the rare convergence of Human Resource knowledge, Business Management skills and Literary talent in one man have helped in shaping and sharpening Mr. Babakusa’s appetite for education, humanitarian service and sustainable development. And from his early school days, he has been an avid sports enthusiast. In all the schools he attended in Nigeria and around the world, he has associated himself with virtually all sporting activities and games. He was either a member of a football team, member of the college athletics team or associated with the school’s volleyball, or basketball teams, or serving as President of the Afro-Cab Society, etc.

Garba Bala Makarfi
Garba Bala MakarfiBIOGRAPHY

Mr. Makarfi has had an eventful and successful career in the Nigeria Customs Service spanning twenty-five years of active professional experience and exposure. He joined the service in 1989, and worked diligently until he retired as Deputy Comptroller-General in 2014. His sojourn in the department before disengagement, saw him exploring virtually all the units, work schedules, and locations of the service, traversing all parts of Nigeria. During his largely meritorious career, Mr. Makarfi was involved in the enforcement of import, excise duties and other taxes and levies; handling anti-smuggling activities; performing security functions at seaports, airports and international borderlines; generating statistics for planning and budgetary purposes, as well as monitoring foreign exchange utilisation. In February 2013, shortly before retirement, he represented the Nigeria Customs Service during a Mutual Agreement Signing ceremony with Argentina. Mr. Makarfi is reputed to have handled all his statutory tasks with due diligence and high sense of responsibility.


 

BUSINESS ENGAGEMENTS

Mr. Makarfi is vastly experienced and exposed in international trade on global and local platforms, which accounted for his many foreign business engagements and travels. In January 2009, he participated in the first Nigerian Business Investment Forum in the United Arab Emirates, where modern Nigerian products were showcased before the world. In May 2010 he attended a professional development workshop in Canada. The following year, he returned to the city of Ontario in Canada for a transformation initiative training in leadership. In the same year (July 2011), he was part of the management and leadership development program in London, United Kingdom. In December 2013, it was the turn of USA when he joined other global business leaders at an Executive Protective Security Training in Washington DC. In the same year, he returned to UAE for a WCO IT conference and exhibition. Mr. Makarfi also participated in a leadership management conference on airport security and border patrol. Happy in retirement, Mr. Makarfi is currently the Chairman and CEO of Rabama Ventures Limited.


 

EDUCATION

He was educated at the Ahmadu Bello University Zaria, from where he graduated with both a bachelor of science degree and a diploma in Library and Information Science.
