Dr. Justina Adaku Okoror is a seasoned Chartered Accountant, Taxation and Finance Expert, and Chief Executive Officer based in Abuja. She holds two doctoral degrees: a Ph.D. in Taxation and Fiscal Policy from Charisma University, Turks & Caicos (2018) and a Ph.D. in Accounting and Finance from Nasarawa State University, Keffi (2021). She also earned an M.Sc. in Accounting and Finance from Ahmadu Bello University, Zaria (2006), a Master’s in Financial Economics from the University of Abuja (2013), and a B.Sc. in Accounting from the University of Lagos (1986).
Professionally, Dr. Okoror is a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN), the Chartered Institute of Taxation of Nigeria (CITN), the Institute of Revenue and Fiscal Management, and the Chartered Institute of Leadership and Governance, USA. She is also an Associate Member of the Association of Certified Fraud Examiners, the Chartered Institute of Forensic and Fraud Examiners of Nigeria, and the Nigerian Institute of Management. In addition, she is certified in computer applications and information systems.
Her research and teaching expertise spans non-oil and oil & gas taxation, education tax, fiscal policy, auditing, assurance, corporate governance, business finance, and ethics of the accounting profession. As an academic, she serves as Senior Lecturer and Ag. Head of Department of Accounting, Finance, and Taxation at Prime University, Abuja, and as an Adjunct Senior Lecturer at ANAN University, Jos, where she teaches postgraduate courses. She has published widely in both local and international journals on taxation, fiscal studies, education tax, and economic development, and has presented papers at numerous professional conferences across Africa, including those organized by ICAN, CITN, ABU Zaria, and the Society of Women in Taxation.
Dr. Okoror’s professional career spans more than three decades, beginning with KPMG and Deloitte where she rose from Audit Senior to Tax Manager before taking on leadership roles in finance, internal control, and tax advisory. She is the Managing Partner/CEO of HMAO Professional Services and His Majesty Tax Consultants (2010–date), former Financial Controller and Head of Tax & Internal Control at ABB, and a Director/Board Member in organizations including DAS Group of Companies, Amzoc Construction, Redeemers Private School, Aglow International, and the International Institute of Security and Governance Studies. Her extensive experience covers tax planning, audit and assurance, corporate finance, internal control systems, budgeting, capacity building, and consulting across diverse sectors.
In professional leadership, she served as National Chairperson of the Society of Women in Taxation (2010–2015), Council Member of CITN (2012–2024), and chaired several key committees including Education, Membership, Standards, and the flagship Annual International Tax Conference, which she successfully hosted with the Vice President of Nigeria in attendance. She has also contributed to editorial boards, curriculum development, and training initiatives within ICAN and CITN, particularly in taxation and governance.
Dr. Okoror has received numerous recognitions, including the “World Top 100 Men and Women in Finance” by the International Biographical Centre, Cambridge, UK, multiple awards of excellence from the Society of Women in Taxation, and the University of Lagos Accounting Alumni Award. She is a Life Patron and International Ambassador of the Society of Women in Taxation.
Beyond her professional and academic commitments, Dr. Okoror enjoys singing, dancing, traveling, and reading. She is widely respected for her leadership, mentorship, and contributions to taxation, accounting, and governance in Nigeria and internationally.
